If your character is the rider of a green dragon, you can PM M'kel or Shikai at any time to request a Flight for your dragon.
If your character is a Weyrling with a green dragon, you must wait until an Announcement is made stating that the Weyrlings are capable of Flights.
If your character is the handler of a green wher, you can PM M'kel or Shikai at any time to request a Flight, once an Announcement has been made that they are old enough.
